Freetown, 21st September, 2026 — The Independent Procurement Review Panel (IPRP) has launched an investigation into allegations of procurement irregularities involving the Sierra Leone Digital Transformation Project under the Ministry of Communications, Technology, and Innovation.
The probe follows a formal complaint filed by Tiwai Memory Masters Ltd against the ministry, citing concerns over the procurement process for the supply, installation, implementation, and support of GWAN and GLANS systems across government ministries, departments, and agencies. The disputed contract is referenced as “SL–MOF–526879–NC–RFP.”
Established under Section 65(1) of the Public Procurement Act No. 10 of 2016, the IPRP is mandated to review complaints and appeals from bidders and contractors dissatisfied with procurement decisions. Sierra Leone’s procurement framework is further guided by the Public Procurement Act and Statutory Instrument No. 15 of 2020.
Officials confirmed that proceedings are underway, with the outcome expected to be made public once the review is complete. The case has drawn attention to the importance of transparency and accountability in government contracting, particularly in projects tied to the country’s digital transformation agenda.
