Freetown, 14th April 2026 — The Ministry of Planning and Economic Development (MoPED) has welcomed a delegation of Chinese technical experts to Sierra Leone as part of a nationwide solar streetlight initiative that will see 1,500 units installed across all 16 districts.
Development Secretary Ambrose James received the team, led by Mr. Li, at the MoPED Conference Hall on Monday, April 13, 2026. The visit marks the start of a two-month field assessment to refine installation designs, review feasibility studies, and address key operational issues, including equipment storage, duty-free clearance of imported materials, and documentation for expatriate staff.
The solar streetlight project is part of a broader China-funded package coordinated by MoPED and aligned ministries, departments, and agencies. Other initiatives include regional market development in Bo, Makeni, Kenema, Waterloo, and Kailahun, as well as a 100-borehole water project.
Speaking during the meeting, Mr. Li emphasized the importance of clear timelines, accurate mapping of installation sites, and strong coordination to avoid duplication. He disclosed that the review process will be completed within two months, followed by a one-month design validation phase. A team of engineers is expected to arrive in August to begin the full installation.
In his remarks, Development Secretary Ambrose James reaffirmed government’s commitment to effective coordination. He announced that MoPED will assign focal persons and work closely with district councils to support implementation. He also assured the delegation that the ministry will facilitate engagement with institutions such as the National Revenue Authority on duty waivers and the Ministry of Labour on work permits.
“The government is committed to ensuring smooth execution of this project,” James said, promising that documentation, contact details, and mapping resources would be provided promptly.
The nationwide solar streetlight initiative is expected to enhance public safety, improve visibility in both urban and rural areas, and contribute to Sierra Leone’s sustainable energy and infrastructure development agenda.
The Director of Public Investment Management, Alpha Bangura, and his team also participated in the discussions.
