Freetown, 11th March, 2026– The National Revenue Authority (NRA), in partnership with the United Nations Development Programme (UNDP), has officially launched new Block Management System (BMS) offices in the Western Area, marking a major step toward decentralizing tax services and improving access for communities.
The launch ceremony at Jui Junction was led by Commissioner General of the NRA, Mrs. Jeneba J. Bangura, who highlighted the growing partnership between the NRA and UNDP. She pointed to key achievements over the past three years, including support for vehicle procurement and the upcoming delivery of a water bowser, as evidence of the collaboration’s impact.
Mrs. Bangura explained that the containerized BMS offices will bring tax services closer to citizens, making it easier for taxpayers to access education, compliance support, and other services. She expressed appreciation to UNDP for its continued support and called for further collaboration to expand the initiative to Kono, Bo, Makeni, and Kenema as part of plans to deploy more containerized offices nationwide.
UN Resident Representative Mr. Fredrick Ampiah commended the NRA as a valued partner and expressed confidence that the BMS initiative could serve as a model for other countries seeking to modernize tax administration.
NRA Commissioner for Domestic Taxes, Mr. James B. Tengbeh, emphasized the operational impact of the initiative. “The BMS offices will decentralize taxpayer services and strengthen outreach by making services more accessible and convenient,” he said.
The initiative was also welcomed by representatives of the Tax Movement, the Commercial Bank Association, Sierra Leone Importers Association, and the Western Area Rural District Traders Union, who praised the NRA–UNDP partnership for its role in strengthening accountability and improving service delivery.
The launch of the BMS offices signals a broader effort to modernize Sierra Leone’s tax system, reduce bottlenecks, and build trust between taxpayers and the state. By decentralizing services and expanding outreach, the NRA aims to improve compliance, boost revenue collection, and ensure that citizens see tangible benefits from their contributions.
