Freetown, 27th January, 2026 — In a move to strengthen accountability in the management of public resources, the National Public Procurement Authority (NPPA) and the Budget Advocacy Network (BAN) have joined forces to launch a technology-driven initiative aimed at enhancing transparency in Sierra Leone’s procurement processes.
The meeting, chaired by NPPA Chief Executive Officer Fodie J. Konneh, brought together civil society representatives, government oversight institutions, and key stakeholders in the procurement sector. The initiative seeks to empower civil society to monitor procurement activities and ensure that government spending delivers value for money.
“Citizen participation is critical to strengthening trust in public procurement,” Konneh said. “While NPPA has statutory oversight responsibilities, civil society actors are strategic partners who can extend monitoring efforts across the country. This partnership marks a strategic step forward in promoting transparency, accountability, and effective management of public resources.”
Representing BAN, Mr. Abubakar Kamara unveiled a draft concept for civil society-led monitoring, designed to leverage technology to make procurement more transparent and accessible. “Civil society will remain actively engaged in the procurement space because budget and procurement oversight share the common goal of promoting transparency and accountability,” Kamara noted. He emphasized that BAN’s work is meant to complement NPPA’s mandate, ensuring citizens’ voices are heard in the management of public funds.
NPPA management welcomed the collaboration, stressing that coordinated efforts between government and civil society are essential to maximize impact. The partnership will focus on developing a structured monitoring framework, building capacity for civil society actors, and exploring innovative technology solutions to facilitate oversight.
The initiative is expected to boost public confidence by making procurement information more open and accessible, while reinforcing Sierra Leone’s broader governance reforms.
This collaboration underscores a shared commitment to strengthen democratic accountability, empower citizens, and safeguard public resources for national development.
