Freetown, 13th March, 2026 — The Government of Sierra Leone has announced what it describes as “significant progress” in implementing the recommendations of the Tripartite Committee, a body created under the 2023 Agreement for National Unity (ANU) to review electoral processes and strengthen governance.
Officials say all eight resolutions of the ANU signed between the Government and the opposition All People’s Congress (APC) have been fully implemented. Resolution 8 established “moral guarantors” to monitor compliance, and their reports confirm completion. A full review with guarantors is scheduled for April 2026.
Resolution 3 of the ANU created the Tripartite Committee, which produced 80 recommendations. To oversee delivery, Cabinet set up a steering committee chaired by the Chief Negotiator of the ANU. The committee held its first quarterly meeting of the year this week, bringing together ministers, mayors, paramount chiefs, civil society leaders, professional associations, and development partners, including the UN Resident Coordinator.
Absent from the session were APC and SLPP Members of Parliament and leaders of APC‑controlled councils. Organizers stressed that dialogue remains open and inclusive, with all parties welcome to participate.
Reports presented by the Attorney General, the Secretariat Coordinator, the Peace Commission, and other agencies highlighted two key outcomes:
Progress on reforms – including constitutional changes now before Parliament. Updated reports are available on the Secretariat’s website.
Extension of mandate– government proposes extending the steering committee’s lifetime by six months, updating its terms of reference, and strengthening monitoring and evaluation.
Institutions such as the Office of National Security (ONS), Electoral Commission of Sierra Leone (ECSL), and Political Parties Registration Commission (PPRC) were cited as examples of agencies making tangible progress.
“As Chief Negotiator and signatory of the Agreement for National Unity, and as Chairman of the Tripartite Steering Committee, I am proud of the work being done to improve governance across our institutions,” Chief Minister David Moinina Sengeh said.
“When we remove the veil of bad politics and focus on development, it becomes clear that together, #WeAreDelivering”
