Freetown, 8th September, 2026 – Sierra Leone’s Foreign Minister, Mohamed Rahman Swaray, has convened his first global meeting with the country’s Heads of Mission, outlining a bold plan to reposition the Foreign Service as a modern, responsive, and results‑driven institution.
The high‑level engagement, held virtually with ambassadors and envoys across the world, focused on four strategic priorities:
Improving service delivery abroad to ensure Sierra Leoneans receive timely and effective support. Protecting citizens overseas through stronger consular services and crisis response.
Advancing economic diplomacy by leveraging missions to attract investment and expand trade opportunities and strengthening administrative efficiency through digitisation and measurable performance targets.
Minister Swaray emphasized that the Foreign Service must deliver greater value to citizens while supporting national development goals. “Together, we will build a Foreign Service that delivers results, protects our people, and advances Sierra Leone’s interests,” he said.
The initiative is part of the government’s wider push to align foreign policy with economic priorities. By embedding performance metrics and digital systems, the Ministry aims to transform embassies into hubs of economic engagement, capable of driving investment flows and strengthening Sierra Leone’s global partnerships.
The emphasis on economic diplomacy reflects a growing trend among African states to use foreign missions as vehicles for trade promotion, diaspora engagement, and development financing.
