Freetown, 24th July, 2026 – The Ministry of Lands, Housing and Country Planning has issued a stern warning to property developers and the general public: no building without a permit.
In a public notice, the Ministry stressed that it is illegal to begin any construction activity without a valid building permit and approved structural plans. The reminder comes as authorities move to tighten enforcement of the National Country Planning Act 2025.
Section B7(1) of the Act states: “A person shall not commence construction of a house, fence, warehouse, store, shop, extension or any development without the required permit or approved structural plan.”
Violators face heavy penalties. Section B7(2) prescribes fines of not less than NLe 120,000 or imprisonment of not less than two years, or both.
The Ministry confirmed it is working with relevant Ministries, Departments, and Agencies (MDAs) to ensure strict enforcement. Officials warned that defaulters will face the full force of the law.
Citizens and developers are urged to obtain the necessary permits before laying any foundation. The Ministry emphasized that compliance is not optional, but a legal requirement designed to ensure safety, order, and accountability in urban development.
