Freetown, 18th May 2026 — As a way of strengthening regional security and migration governance, the Liberia Immigration Service (LIS) and the Sierra Leone Immigration Department (SLID) have signed a Memorandum of Understanding (MoU) to institutionalize a bilateral immigration cooperation framework.

The signing ceremony, held during an official Liberian delegation’s working visit to Sierra Leone, underscored the two nations’ commitment to tackling shared border challenges and enhancing operational collaboration.

Liberia and Sierra Leone, bound by deep historical and cultural ties, share active border corridors under the ECOWAS Free Movement Protocol. While these corridors facilitate trade and people‑to‑people exchange, they also present vulnerabilities, including irregular migration, human trafficking, migrant smuggling, transnational organized crime, and identity fraud.

Against this backdrop, the MoU seeks to establish structured mechanisms for information and intelligence sharing, promote joint border management initiatives, and enhance technical cooperation and capacity‑building programs.

Key areas of cooperation include: Border security and management, Irregular migration and human trafficking, Intelligence and information sharing, Migration governance and Capacity building.

Commissioner General Elijah F. Rufus, who led the LIS delegation, emphasized that border security cannot be managed in isolation. “Threats affecting one country may have direct implications for regional peace, stability, and economic development,” he noted, stressing the importance of collective action within the Mano River Union and the wider ECOWAS region.

The agreement is expected to deliver strengthened institutional partnerships, Secure communication channels between LIS and SLID and ensure enhanced operational coordination along shared borders.

The LIS reaffirmed its commitment to professional border management and effective migration governance, pledging to work closely with Sierra Leone in support of national and regional peace and security.
