Freetown, 23rd January 2026- Prominent civil society activist Ibrahim Tommy Esq. has officially resigned as Executive Director of the Center for Accountability and the Rule of Law (CARL), ending a remarkable 15-year tenure at the helm of one of Sierra Leone’s leading advocacy organizations. His departure paves the way for interim leadership as CARL prepares for a new chapter.
At a press conference held at CARL’s Pultney Street office, Tommy bid farewell to colleagues and partners, assuring them that his resignation would not sever his ties with the organization.
“I will continue to provide voluntary services whenever needed,” he said, adding with a smile, “I will not be working for the government.”
Tommy revealed that he will now focus on full-time legal practice and assume a Chief Executive role in the corporate sector. Reflecting on his years at CARL, he described the experience as deeply fulfilling. “It’s been an honour to work with a team of selfless and fiercely dedicated Sierra Leoneans in promoting human rights, advocating for the rule of law, and enhancing access to justice,” he noted.
Founded to fight social injustice and corruption, CARL has long been a watchdog for accountability in Sierra Leone. Tommy called the organization his “professional home” and highlighted landmark achievements during his leadership, including advocacy that contributed to the enactment of the Legal Aid Board Act and the Correctional Service Act.
He acknowledged challenges along the way, recalling moments when CARL’s reports were criticized and even summoned before Parliament for scrutiny. “Advocacy is never easy, but we stood firm in addressing persistent issues confronting Sierra Leone,” he said.
The farewell event was marked by emotion. Mary-Magdalene Kelfalla, CARL’s Advocacy Officer, tearfully thanked Tommy for his mentorship. “He shaped my professional life for good. We will miss him so much,” she said.
As CARL transitions to new leadership, Jeffery Simbo, formerly Head of Programmes, has been appointed interim Executive Director. In his parting words, Tommy urged Simbo to prioritize social and economic rights, stressing that poverty remains at the root of Sierra Leone’s wider challenges.
Tommy’s departure signals both the end of an era and the beginning of a new phase for CARL, as the organization continues its mission to strengthen accountability and justice in Sierra Leone.
