Korovy Val, Moscow, 21st October 2025: Russian President Vladimir Putin has appointed veteran diplomat Andrey Stolyarov as the Russian Federation’s new Ambassador Extraordinary and Plenipotentiary to the Republic of Sierra Leone.

The appointment, confirmed through a presidential decree published by the Russian government and confirmed by our Information Attaché Festus J Lahai at Sierra Leone’s Embassy in Moscow, marks a significant step in Moscow’s renewed diplomatic engagement with Sierra Leone following the reopening of its embassy in Freetown in December 2024.

Stolyarov, who previously held the rank of Minister-Counselor, brings extensive experience to the role, having served in several senior foreign service positions. Most recently, he was Deputy Director of the Africa Department at Russia’s Ministry of Foreign Affairs.

His appointment signals Russia’s intent to deepen bilateral ties and expand strategic partnerships across the African continent. In Sierra Leone, Stolyarov is expected to lead efforts in strengthening cooperation in trade, security, and development.

The move comes amid growing global interest in Africa’s geopolitical landscape, with Russia positioning itself as a key player in regional diplomacy.
