Freetown, 26th January 2026 – The opening session of the Pre-Legislative Hearing on Sierra Leone’s Constitution (Amendment) Bill 2025 began with a firm warning from the Leader of the Opposition, Hon. Abdul Kargbo.
Hon. Kargbo stressed that while the opposition is not against constitutional reform, the process must strictly adhere to the law. “We are not averse to change, but every step must comply with national law,” he declared.
He pointed out that, contrary to earlier claims, the Bill before Parliament contains entrenched clauses.
“Let us make it clear: entrenched clauses do not only require a two-thirds majority in Parliament, they also demand a national referendum,” he emphasized.
“If the changes are not in line with laid-down procedures, we shall recuse ourselves. If they are lawful, we will cooperate. If they are unlawful, we will not,” he stated.
His remarks set a decisive tone for the hearings, signalling that constitutional reform will face rigorous scrutiny in Parliament, especially on provisions that touch entrenched clauses and the foundations of Sierra Leone’s democracy.
